近期東南亞國家（如柬埔寨等）犯罪集團主打以簡單的工作、不需要經驗、包吃包住、待遇優渥等誘因詐騙我國青年赴當地短期打工，入境後限制其人身自由、侵害人權等行徑，加以當地環境複雜、公權力執法不彰或位處邊境等因素，大幅影響救援難度。
